Don't choke on your cornflakes yet, the Grammys haven't yet moved themselves into musical relevance but every revolution begins with a few small steps.
You may not have noticed in amongst the boat load of awards that were handed out to Amy Winehouse (tip to customs officers, make sure they're not hollow), but Bright Eyes managed to bag the Grammy for best packaging design. We suspect that the packaging was probably as far as they got but at least it's a start.

I believed the implied meaning was that, had the Grammy officials actually bothered to take the CD out of the "Grammy award packaging" and played it, then Bright Eyes surely would of swooped all of the awards, such is the brilliance of Conor.

Read the article again. In the first sentence he says that the Grammy's are not musically relevant.

The author is saying that he doubts they even gave the album a chance.
I keep thinking of how to explain this more but I just end up re-stating the article. It really couldn't be any clearer.
I don't think anyone else will read this article and think that the author was insulting Bright Eyes, but even if he was, that wouldn't make him "dumb". It would just be a difference of opinion. You're the one who doesn't sound very intelligent.
